Irritated eyes are sand from a sandstorm in your eyes; the game counts it as agents, up to 100. It builds up while you are out in the storm without eye protection and clears by itself afterwards — at 0.3 per second, as long as your immune system is above ~35 % and you are conscious.

Out of the storm it fades at 0.3 agents per second — gone within ~5.5 min, as long as your immune system is above ~35 % and you are conscious. Washing your face is faster.
How to get rid of it
Wash your face at a well, pump or any water: two washes clear even the worst case. With a bottle it takes much longer. Or wait out of the storm, as long as your immune system is not weak.
How to avoid it
Wear ski or tactical goggles or a gas mask in sandstorms; sunglasses only help partly.
